To connect multiple external areas all you need is a Router. But you converge multiple location without internet. you definitely need ISP.

Wireless LAN won't work in this situation, wireless LAN can be established in a single location not for multiple locations in a city.

There are some techniques to connect but it depends up on your need of use. VPN is one and major technique to connect multiple locations in a secure way.

Maybe one option is to have just terminals at the various locations and use a terminal server with a desktop hosting provider. This will give you more control across locations as the actual desktops are in a central place while the images are across the various locations.

if you are asking that question then you shouldn't be setting up that kind of network especially if it is for a business/school. they need to find someone that knows what they are doing with a network. it is more complicated than u might think and can easily be messed up and left with holes or open/unused ports tat can lead to intrusions, attacks, and possible data loss.
