"The Default Gateway is not available" Error in Windows 7?

Yesterday, my Dell Laptop running Windows 7 was unable to connect to the internet. I troubleshot problems and it told me "The default gateway is not available". I reset my router and modem and this did not fix the problem.
However, my desktop computer that is using a wireless adapter and is running Windows Vista is able to connect to the internet via the same router and modem.
I've spent the last 3 hours or so looking through forums sites trying to find a solution, only to find that most if not all of the topics are 1-3 years old. And the problems that they describe having are not happening in the same way as mine. I am unable to connect to the internet at all. This has not happened before and does not occur "every few minutes". I do not have an Nvidia wireless adapter or w/e the hell it is.

I've tried the following that did NOT fix the problem, even temporarily:

-disable and re-enable my wireless adapter
-uninstalled and reinstalled my wireless adapter
-reset my modem
-reset my router
-did a system restore to 3 days ago when it was working fine

I am running Windows 7 Home Premium Edition.
My computer is using "Dell Wireless 1397 WLAN Mini-Card" as a network device.
My ISP is unavailable, because they FAIL and don't answer their phones, and the only time they do, they just generically blurt out in a nasally tone "Did you try resetting your router and modem, sir?".

Please, I need some help here, and not a link to an old forum topic that was closed before I even bought this laptop.

You need to verify the settings of your network adapter. This is where the default gateway is specified. Does it receive an IP address automatically from your router or modem? If it is set to manual, change it to automatic. Click on Start, Run, type "cmd" without the quotes, press Enter, type "ipconfig" without the quotes and press Enter. You can now verify your default gateway. It should be the same default gateway as on your other computer which does work.

Arie's answer is a great answer because it is clear, concise , and thorough. I have the same problem ALL THE TIME!! However, when I get the error message, I click on "Fix Connection Problems" button that appears and it resolves itself. While working/fixing it, it states "Reset the "Wi-Fi adapter". Next time I am following Arie's instructions! Thanks

Same damned problem with me
