I have a VPN configured using Windows XP VPN capabilities on a Windows XP Pro box but I see an error in the Windows Event log that I don't have a certificate and that one is needed for L2TP. I'd prefer to set up a VPN without it if that is possible.

Right click on your vpn connection -> on networking tab -> type of VPN -> PPTP

You may also need to disable data encryption on security tab.

I highly recommend making use of VPNPower to be able to unblock sites. I've been with them since 5 years. http://www.vpnpower.net
