Windows VPN Client vs VPN Tunnel: SQL error?

I have one of our remote users based in India, trying to connect to a database server here in US. Now he uses VPN (windows) to connect, he gets connected without a problem. Now he uses SQL Enterprise Manager to work on this database which gives him error messages. A network-related or instance-specific error occurred while establishing a connection to SQL Server. He gets the following error messagr: The server was not found or was not accessible.
Verify that the instance name is correct and that SQL Server is configured to allow remote connections.
(provider: Named Pipes Provider, error: 40 - Could not open a connection to SQL Server. I was told that VPN client does not have access to SQL and that the user has to go through the VPN tunnel to access the database. What would this mean, could someone please advise.

Which vpn client are you using?

Alot of things wont work OVER the vpn, so what will help is if he connects using vpn and you have a workstation that he can remote and use that to work on the sql server..
