Ive sat in on one webinar, the woman presenting it was on webcam and the rest of us just viewed and signed into this instant messenger type window for a head count and communication on our part for any Q & As during the presentation. (everybody viewing can see what each other writes, then she would read aloud and answer aloud to the camera).

I really liked it, the benefits of the "seminar" without having to leave my house.

I assume a video "conference" would be similar, but everyone involved would be on webcam.

hmm, wait, how would that work if there were more than two people in the conference? can webcam programs do that, break the screen into a bunch of little screens with everyones webcam? eh, I dunno.

They are the same thing. Its just two different ways of referring to the same thing. Where the differences would be is in the setting that the terms are used in. The "Video Conferencing" term would be used in a corporate environment whereas the "Video Chat" would be used in a social setting. It doesn't matter what term is used because it is still talking to someone over the internet using video and voice streaming. Hope this helps.

A webinar is an online seminar-a learning environment. Video conferencing is an interactive meeting conducted in a virtual medium.

I've never heard of the first term.
