Check the internet settings on your computer. If they are okay, contact your internet service provider.

Try troubleshooting your network connection. Sometimes you can let the troubleshooter reconfigure your connection to work properly. It could also be your Windows software program known as Windows XP, it usually doesnt get along with internet services, especially if you are on a dial-up connection.
You might have to contact your internet service provider for assistance and to address your concerns.

open cmd window and type ping 127.0.0.1. Responses will indicate your nic and tcp/ip stack are installed correctly.
Make sure DHCP is turned on in your router configuration.
Try a known good cable on another computer or connect the cable to a different computer to verify it is good.
Sometimes duplex and speed can cause problems with syn/ack. A new computer usually has Gig eth and router is only capable of 100. slow the speed to 100 and set duplex to Full instead of Auto.
These can be found in NIC configuration at the top of the connection window.
Also try configuring a static IP on the interface.
Of course you could always try rebooting all of your hardware.

You can try going to:
1. Control Panel > Network and Internet > Network and Sharing Center.
2. Scroll down and click Troubleshoot problems.
