HI i can't able to install any program or i can't able to connect my mobile to my pc..?

While i connecting or installing the program i receiving the msg as windows cannot open this program because it as been prevented by a software restriction policy. but yet i not restric anything... is this any virus..? Please give me a good solution.. i can't able to install anything...
