first you should type in the run menu dcpromo then install the active directory and run the policies for the users and make a new user on the list (right click-new user) and specified the policies . after configuration the server go to the clients and connect them to the domain(right click my computer change domain or work group - enter the new domain name and the administrator password ) then you should restart the pc and enter the new user in the user info . after this you are connected to the domain(*you can enter in your user to any pc in the domain)

remember to add the local users to administrator acoount in the control panel .

You need to setup a Group Policy for that user. Then you can assign to the GPO what you want them to have access to.

depending on if that one person needs access to any shared drives or apps on your network. If they dont.... dont make them a user on the domain, make them a user on the local machine. They will ONLY be able to log onto that machine.

Whether or not you can limit one person to a certain pc in the network I am not sure. However, if there is a way then it would be in the group policy. You'll just have to search for it.
