How do I find out where an IP number is actually from?

I've received some harassing email in the past and blocked the person. I think this is the same person, but using a different email address and IP number to get around the block I have on him. I traced it but it comes out in Pennsylvania on one tracer, but also Missouri on another tracer?
Can a person in Kansas use an IP that traces to Pennsylvania and Missouri?
The IP is: 72.169.246.130

Use email trackers to find out more information's about email sender:
Only what you need to do is copy/paste email header from any email that you would like to trace back.

They are probably using a proxy. The proxy's IP address is what u are seeing. A person can appear to be anywhere in the world using a proxy.
About the only thing u can do is keep blocking them. And of course never respond to any emails. Eventually they will tire of it and quit when they get no response from u.

Check again, that IP is clearly outside of Wichita, Kansas. Or at least his connection is. Good luck.
However I can appear to be in Seoul Korea if I really wanted to. So hard to say.

Sure since ISPs have huge blocks of IP addresses and dynamically assigns an IP address to one of their customers when they open a browser. If you close all your browsers and open a new one, you could get a different IP address.
