The guest account is designed not to have admin rights.
To give admin rights to a limited account (such as the guest account), you must be logged in as an administrator. I have never tried to give the guest account admin rights; If you are logged in as an admin, you might as well create a new account and give that account admin rights.
If you only have access to the guest account you may have other problems such as you having permission to do this. If it turns out you just forgot your password to your admin account, I may be able to help with that. Email me at senliso@gmail.com

You should create another user account with admin rights. You can try power user right first so that the user won't able to alter system files and other user profiles.

I'm not sure but; Run>compmgmt.msc>Users and Groups>Users>Double click on Guest, see if you can add to 'Member of' and add Administrators.

You can't
guest = casual occasional user (not permitted to do anything administratively)
