Yes you can, but this is no simple task. You can install Linux and then software called "ISPConfig" or "VirtualMin" to ease the process. Regardless, you are going to need a good amount of computer expertise to set this up.

Hello Friend
You can make your own server as a webserver but you need a public IP address, You need to maintain your server on regular basis, You have to get a good bandwidth connection, You need to have a web server running every time. So the cost of maintance will be higher if you have your server.
Best solution is You buy a space from webhosting company and just upload everything to the webserver. So everything is maintained by the hosting company. They cannot access your personal data, because you have password for your folders.
Webhosting companies are
http://smallbusiness.yahoo.com/webhosting/
http://www.godaddy.com/
and many local companies will give your many good plans.

The hard part from a technology standpoint is the IP address setup.
You need to either pay for a static IP address or have a program like NOIP to update a DNS listing when your ISP changes your IP address. (A DNS listing basically says www.you.com = an IP address)
You'll need to register the website and link it to the DNS program or the IP address.
You'll also need a power backup for the router, modem and the machine itself in case of surges and power failures. A good UPS will weight a fair amount and is the size of pair of bricks generally.
Once the technological problems are handled; you can use a program like Contribute or Dreamweaver to design the site itself. I recommend using them b/c you can do alot w/o having to enter html; and more importantly- they work on all browsers (some MS products intentionally lock-out not IE browsers, and work poorly in addition).

I am going to assume you own a server that has as a real IP, a real IP is static, like 192.168.204.22 which is fixed for your machine, you can purchase a real ip from any ISP. Now you need to assign a Domain name such as www.helloworld.com against your IP. you can get that from any webhosting company. You dont really need a domain name, in this case the viewer will put your Ip address on his or her browser.
Final stuff you need;
APACHE WEBSERVER. This is available from http://apache.org
and can be installed on Linux, Windows, solaris, BEOS etc.
Run apache, place your pages that will view to the user in the Htdocs folder and thats it ( ps: main page=index.html/php) by default

yes...as long as when you register your domain name you specify the ip address of your server. That way the domain service will not give a space on one of their servers they will redirect people to your ip address on your server.
