this is probably pretty stupid, but i don't know anything about this stuff. i want to have an ip different than that of my country so i can access some certain features on a website. proxies that i've found online have not worked. if i know someone who lives in that country, is it possible to use their ip address? assuming they let me. would that work?

If you are looking for an IP address in the USA or EU then just get a personal; VPN and don't worry about it. It works all the time and you just use it.

If you want some other country you could convince someone there to set up a VPN server for you to log into. When logged in you will have their IP address. Check out the OpenVPN link to do this. It's going to require some computer knowledge on your friends part to make this happen.

I'm going to be totally honest, I have no experience with this what-so-ever. Although, I do have experience with using IP's for servers. I'm pretty sure you can use someone's else's IP if you just need it for viewing the webpage, (not downloading applications) using remote desktop. You will probably need to talk to the person privately in order for them to fully trust you.
