Easy stuff...rename the account NEVER delete a user account. This will transfer all share and NTFS rights to the new user granting same access to all files. Check exchange tab to see smtp and x400 addresses have been changed [allow 30 mins]. Otherwise COPY the old user account and create the new user account all rights and access will be copied over. Remember to DISABLE the old account do not DELETE.

delete the old use and create a new user on the file sharing server give him permissions to access the old files and map them to his machine. to map the old users files you will need to know where his files are on a server or local machine if they are on the server open my computer then click tools at the top and then click map network drive enter the path :\\myservername\thefoldername the folder should be a shared folder if the files are on the local machine you will find the files in documents and settings under the old users name.
you could go into administrator tools and then active directory users and computers and rename the account and reset the password but depending how you have this setup would change how you went from there.

Simple...Create an account for the new user as normal in AD I am hoping u know how to do this! Then disable the account of the user who has left, bad practice to delete the account.
Then give the new user full access to the the users files who has left or even better create a "leavers" group and put people who leave into this group and then give the group the correct permissions to access files and resources.

all the files will remain on the server if they were save there
so deleteing you old user will not be a problem but if the files are on the users computer save them to disk before doing the following
log in as administrator to your server
goto user panel remove old user
then add new use
you will be asked what compter - select which computer
the server wizard will run asking you which setting to apply for tbis new user
select which setting you wish the users to have
log out and log the user to the assigned computer
