Its not available. Switch user on Windows XP is based on using Terminal Server sessions for each user. Windows 2003 is meant for coporate people that will instead want to use the full blow Terminall Server to allow different users to log on to the server (Just like in Windows 2000 Server), and each get a different session. You can enable Terminal Server and get the console plus two remote sessions (via a terminal server client/remote desktop) for free. To have more sessions requires a license, but there is no way to switch users on the console like in Windows XP.

that's true. And, personally, I think it's VERY bad to have any user running programs and "working" on your server in that context. But, if you MUST do it, you can run the programs requiring admin rights by doing a "run as" when you start it up, and "run as" the admin account. This will run your programs under an administrator context without having to be logged in as the administrator.
