Jockey is used to install and configure third party drivers. It is present on my Linux Mint 13 system. I am guessing that it is not present on your system because you are using the Debian base and Jockey is a Ubuntu program. So only the Ubuntu based versions would have it.
Besides installing the Ubuntu based version of Linux Mint, you have two choices on how to fix this:
The right way, which happens to be brain surgery: download the souce code for jockey-common and jockey-gtk from the Ubuntu repository. You will probably want to get the source code from version 12.10 or 13.04 as it will be close to what you are using. Compile the source code on your machine and install the debs. It is possible that the debs might pull in more dependencies that require more compiling. If you need help compiling the source code, there is an excellent tutorial here: http://forums.debian.net/viewtopic.php?f=16&t=38976
The quick and the dirty which may result in dependency hell: Download the debs for jockey-common and jockey-gtk directly from the Ubuntu repository and install. You can find the packages here: http://packages.ubuntu.com/ . Again, get the packages from version 12.10 or 13.04 as they will be closest to the system you have.

I assume that you have a dual boot system (run 1 OS at a time). Have you updated yourl inux system. You can either use the terminal (see the first link), or use GUI (see the second link). This might also be the reason the software center does not work. Check your menus for an entry called "Additional Drivers" You might need some newer drivers to have the system run faster. For games under wine search the third link for the games you want to run. You can see other users experience. Ubuntu should be very stable. Another distro that is easy to install and is stable is linux mint. That might work better for you.
