The IP address of your router is dynamically changed based on the service provider, usually unless you have specified a static address. Behind the router lie all your computers that can have any IP address that you want, since in most circumstances this is configured when you setup the router. If this hasn't been changed it will be the default settings from the manufacturer.
Look at your manual how to change the IP address range that your PC picks up from the router. If you change it on the PC manually, you'll find you won't be able to access the internet. So be careful.

You can NOT change you public IP address, it is supplied to you by your ISP from their dhcp address pool. If you try to change it you will lose your connection. It also gives them the right to terminate your service without notice, leaving you liable for any outstanding contract payments, also any legal costs due to your disrupting their service.

Call the ISP first. Are there any network settings that may be a contributing factor? If it only happens to one computer, maybe you are slightly out of range if the signal becomes weak for some reason? Pretty strange...
