Yes you can.
Configure a OpenDNS or any form of Monitoring DNS and install it in your Router settings...
But due note changing DNS is a popular move now and if they was to use a Global DNS then there is no to get that web history that way.
-----------------------------------
Then you must configure your own DNS on your network... look into DD-WRT or Open-WRT etc and see if someone already built one.
If not you will need to capture all out going IP Address on your network with "Wire-shark" and do a NS Lookup on each... this will not be exact but it will narrow down your options.... some servers can host as many websites it want to on one IP address.. but for better performance they shouldn't.

Privacy Act doesn't allow this that is why the NSA suffered such a outrage couple years back. You are not allowed to monitor what people are viewing due to bank accounts and credit card entry. However if you have the router you can monitor who is using it and you will have to investigate how to do so for your exact model of router but you can see who is connected via IP address and you can limit access to websites per device or as a group. But you will not be legally allowed to monitor what they are viewing. Also, if you know what IP address is used by who. You can call your provider for miscellaneous charges and they can tell you which IP address accessed them. If your the account holder or at least able to verify as the account holder.

Whilst some people will jump at the chance to explain how to monitor the internet, you must realize that it is illegal to do so with out that persons explicit consent. It doesn't matter if its your 5 year old, they have a right to privacy that you must respect. What you want to do is ethically and morally wrong!
