How to allow two or more DHCP-Scope access resources each other?

I has create four DHCP Scope for our network (a test server). What i want to do is i want each scope can communicate each other like making a sharing files over network, example:

Assume that my router IP is 192.168.27.1/255.255.252.0 = 1022 host
Assume SCOPE-A = 192.168.25.0 and SCOPE-B = 192.168.26.0
My IP_Address = 192.168.25.50
I want to access share files at SCOPE-B IP_Address = 192.168.26.50

With my current setting, i cannot access share files at 192.168.26.50 from 192.168.25.50

can someone instruct me in this, i want to implement this into our Fortigate 200B

I suspect this is a problem with the subnet masks assigned by the DHCP servers. The mask given by each of them should still be 255.255.252.0 (/22) even though each of them is allocating from a /24 block. If left on the default setting the machines will be looking for a route to what is actually the local subnet.

You only specified one IP on your router, 192.168.27.1 with a mask of 255.255.252.0. That means this network has a range of 192.168.26.0-192.168.27.255. 192.168.25 is in another subnet, you will need another router interface (or use VLANs) in order for devices in 192.168.25.50 to talk to 192.168.26.50.

You are correct in knowing that your entire network range is x.x.24.0 to x.x.27.255, so your issue is most likely not a network addressing problem. Can you ping that address? Is it firewall protected somehow? Are there any rules in place that would prevent you from accessing that device?
