IP address from computer can change and it is depend on your ISP. If your ISP assign dynamic IP address to your computer then it can happen that is change each time you connect to internet.
If it is static it can change if you give a call to your ISP and request another IP address.
Sometime IP address can be changed by changing MAC address and sometime by following for example guides from http://www.ipaddresslocation.org/change-ip-address.shtml

Yes of course you can change the IP address of a computer and also you can hide the IP address of your computer, its all up to you, there is nothing like you cannot change the IP address.

It depends what you mean by the "IP address of a computer". You could, for example, mean the IP address other computers on the Internet use to communicate with that computer. You could mean the IP address that computer uses to communicate with other devices on its own LAN. You could mean the IP address programs on that computer use to communicate with each other.
