In the US, particularly, domain names are first-come, first-serve and as long as you don't commit a typical crime (trademark, copyright infringement, fraud, etc) it's considered no big deal.
In the EU, this is less the case, because there is an appelate system that allows trademark holders to challenge someone's occupancy of their domain name.

No it is not illegal to buy a domain name which will or can be a moie, artist or a group. As long as you are not buying a domain name of a registered company. Infact if you are the first to buy a domain name and there is a registered company, it still isn't illegal, but you might loose the battle to retain its rights if the registered company tried to get the domain name.
