My download speed test result was 2009 kbps on a dsl max 3mb. When I download actual files I get around 200kbps. How much faster will it be if I install a pots splitter?

Unless you actually have a phone service on the line or have problems with interference or noise below 22 kHz - it won't change anything, at all.

I suspect you are mixing bit and byte counts with the numbers you published here...
3mbs = 3072 kilobits =384 kilobytes so what you say you are seeing sounds to me like a 2 mb line. 2mbs=2048 kilobits = 256 kilobytes (very close to your listed speeds)
I will bet the 200 kbps is really shown with a large B. like 200KBps.
That would be a 2meg line if the one computer is all that is in use during your tests. DSL speeds are always somewhat less than they say.
Where you download from is another issue. The speed at the source (the server not you) may be less than you have available! If the server limits the flow to you that is the speed you can get! Thus is the server is on a 2 meg line you won't get 3 no matter what!
A pots spliter (plain old telephone spliter) won't help at all. Unless by that you mean a DSL Filter to keep the two from interferring with each other.

Why would it go any faster if you install a pots splitter? That's just a bit of wire, it makes no difference at all.
