Can i connect to a remote ip address from my location?

im looking for a program or somthing that can connect me to a remote ip address. PS i dont need to get a remote desktop i just need to connect to this ip address

Start with pinging the remote IP. Then, you need to know the remote protocol for connection (SSH, Telnet, etc.)
All major release OSs (Windows, *nix) contain both SSH and Telnet clients, but the remote machine needs to run the server application in order for you to be able to connect...
Client applications are free, and include Kevterm, PuTTY, OpenSSH. But none of these will work if the server piece isn't running.

if your remote ip use Private ip , you cant connect to remote ip unless you do ip forwarding / port forwarding on you gateway router.
if your remote ip use Public Ip , you already can connect to remote ip. the question is what service of remote ip do want to access ?
1. If you want to do file transfer = install ftp server
2. if you want to access shell = install ssh / telnet server
3. if you want to access web = install web server
etc
ps : you dont tell us what do you want to connect

for file transfer? use SSH. its all open source code. search for "openssh" and then also get "winscp"..."putty" usually comes with one of these.
