Your IP address is dynamically assigned by your ISP. It changes on it's own every so often. If you switch ISP's you will get a new IP address.
If you want to change in your IP address, the only way is to power-off your modem for an extended amount of time (overnight). It's possible when you turn it back on you will be assigned a new IP address.

No a new computer wont matter. I have 2 computers and they both have the same ip address because its still the same house and isp. My room mate just bought his own computer, hes in a different room with his, but still the same ip as mine because we are using the same internet/modem. I sometimes have to do things which involves changing my ip, so I walk up to mcdonalds or dunkin donuts with my laptop and use their internet. They have the same isp as me, but its a different account/different building than my house, so its a different ip, even though Im using the same isp and the same laptop. But yes switching isp will give you a new ip as well. My internet was shut off the other day because I forgot to pay my bill. I had it switched back on 2 days later and my ip changed. Turning off the modem only works for people with a dynamic ip address, but if you have high speed internet such as cable, then its most likely a static ip address, which can not be changed by turning off the modem. Ive turned my modem off for 48 hours, over an entire weekend, then came back and turned it on and still had the same ip, because mine is static. I have DSL, and most DSL is dynamic, but with some service providers like AT&T (who I have now), DSL comes with a static ip so it cant be changed. My ip changes like once every month or 2 months automatically. If you have static, it may change once in a while or always stay the same.

1) A new computer doesn't know your upon arrival, it is updated via DCHP or manually entered.
2) A new ISP would have a different IP address, the answer in 1) would still apply

your ip is a virtual address that can be changed alot
but a MAC address will change if you changed your computer (or your ethernet , wireless , modem, bluetooth card ) for every one of the has it's own and it is a hardware address
the ipv4 settings use NAT and that is your ip on the internet is the ip of your gateway and forwarding on port to determine which of the computers connected to the same gateway is requesting
your ip can be changed every time you restart your router if you don't have a fixed ip (subscription for fixed ip through your isp )

Your IP will not change if you buy a new computer. Your IP address is assigned to you by your ISP.
Your IP (WAN IP) will change depending on the Internet Service Provider you have.

changing the ISP does not changes your pc's IP address but most of the ISP co. bind the mac address of your computers LAN card so if you change the pc you might will not be able to connect to the internet so if you change the pc, both mac address and ip address changers but you can change the ip address of the new pc to the old pc manually in case if DHCP is enabled by your ISP then leave it to the DHCP server

If you switch ISP it is sure that your IP address will be changed.But changing your computer if you buy new one your IP will not be changed

Buying a new computer will not change your ip, changing isp will. If you want to change your ip, you can do by software, or unplug your ethernet cable from your source and wait and plug it back in. That changes my ip.
