cities, your superior has decided to implement OSPF on the network and understands that you have a little knowledge about this protocol. He asks you to write a request for funding for training so you can learn all of the intricacies of establishing OSPF areas and designing the structure of the routing with OSPF on your network. Use your limited knowledge of OSPF to commend his choice of SPF and to request funding for further training.

It sounds like the root question is actually an instruction, to "commend his choice of [O]SPF and to request funding for further training".

That's a weirdly-worded question, if it is one, since it's not asking you to give any specifics about the routing protocol and it outright tells you that your knowledge of it is "limited".

Boss is an idiot for choosing a technology he knows his employees aren't familiar with AND won't give them a budget to get any training for such a large project.

This isn't a networking question. If you encounter this type of situation in the real world, it's a sign you work for a moron, and need to look for a new job.
