You have internal or router IP address that start with 192.x.x.x

You can easily find out what is your router IP with:

http://www.find-ip-address.org/router-ip-address.php

http://www.ipaddresslocation.org/router-ip-address.php

From other side you have also external IP address and that is IP address which is visible to IP tracking site. You can find out:

http://www.ipaddresslocation.org/ip-address-locator.php

http://www.find-ip-address.org/ip-address-locator.php

SO probably you will need here your external IP.

You appear to be behind a NAT device, such as a router or firewall.

You will need to forward the specific ports and protocols from the router to the host computer. Otherwise, the router doesn't know where to send the data. Oh, and for even more fun resolving your IP address, try www.moanmyip.com

You are likely using a router.

192.168.1.24 Is the internal network IP to your specific computer on your network.

122.163.26.42 Is the external IP to you modem or router.

If you want to set up a server from your computer 122.163.26.42 is the IP others outside of your network will have to connect to. You'll also need to find out what ports the program uses and have your router or modem forward them to 192.168.1.24.

If people are on your network (created by your router or modem) they'll need to connect to 192.168.1.24 in order to see the server.

Go to portforward.com to help you with the forwarding if you haven't ever done so.

the 192.168 address is the local one: It will only work on your network.

You will need to program your router to forward port 80 to the local address, then people looking for the web pages on the outside one will get sent through to the inside one.

By the way, the server will have to stay on the entire time: It's highly suggested to download linux (It's free) as it can run for years without a reboot (While windows will probably have more down than uptime)

properly, there's a good probability which you will not get you money decrease back. PayPal could capture up on the loss in the event that they locate it legitimate, yet they likely could say that it is your accountability, that's an excellent argument. regardless of in the event that they got here upon the guy, there's a great gamble you does not get you money decrease back. the only useful to get it decrease back is suing PayPal for the shortcoming of protection and not refunding it, and so on, yet you will likely loose, as i'm guessing this is reported someplace interior the settlement that protection is your accountability. besides the fact that, on the superb part, you likely won't ought to pay for the lost funds, and if this happens back, PayPal will probably refund it for you. As I suggested, regardless of in the event that they did capture the guy, they could not basically take funds from him. inspite of the undeniable fact that i does not act pessimistic. issues is basically not terrible, basically play it ear by making use of ear. good success!
