If only your router is on the list (or you're not using a router, and your modem is on the list) select it and follow the instructions. All of them, including the part about a static IP.
Your download speed depends on the upload speed of the seeders and the number of leechers downloading from them, so 7kbps isn't abnormal. (0kbps, meaning you can't download at all, isn't abnormal either. I have one file stuck there for almost a year - no one is seeding it, so I can't download it.)
If you want fast, buy the program or file. If you want free accept what you get - slow and, possibly, viruses. That's how torrents work.
