why wont my laptop connect to the internet?

My laptop is having problems connecting wirelessly. at my apartment, it connects to the internet via tethering the data from my cell phone. the cell phone functions as the router. anyways, when i got to my parents house, i tried to hook into their cable via the wireless router. my laptop says it connects to the router but that it cannot connect to the internet. when i connect the laptop directly to the hard line, the computer connected. so anyways i replaced my parents' home router to see if that was the issue. but im getting the same problem. also i brought the same laptop to friends house today and it connect to his internet but worked with the hardline. any clue as to what might be causing the problem?

Have you check the router setting, have you configure the router with your parents ISP company like entering their ip address, username and password (if any).
