1. Is PPTP, L2TP, OpenVPN, IPSec or others is the hardest to decrypt?
2. From the choices you have chosen, is that any free vpn which use that? If yes, please stated. If there are more than one, please state all.
3. Is it possible for ISP to decrypt VPN? If your answer is yes, does that mean VPN is useless for hiding behind your ISP or your government?

Of the typical protocols used by consumers.



OpenVPN with 256 bit AES is the hardest assuming all other security protocols are followed by the vendor or person setting it up.



PPTP is pretty trivial.



Everything else is in between.

I do not have all the answers to your questions but it is true that the US government ordered that a back door be put into VPN. They have to get court order to use it but its there.
