How do I configure one specific Windows 7 computer on my LAN to be the time server for all other computers/devices on my LAN?

The designated PC needs to be running a time server service, which is not a standard offering of the OS. The facilities Microsoft provides for this service are only available for Windows Server installations.
If you google "Windows time server" you can find packages like this:
When you download one of these packages, the instructions generally tell you how to point your other PCs and devices at that time server once you have it set up.

You can use some MS time software, but that can be a bit of a pain in the a$$.
I would suggest looking into Tardis, a free time client, and can act as a NTP time broadcast server as well. You then load tardis clients on all machines, and everyone is in time sync after that....
