So if I have an internet connection on my phone and use a VPN, does the ISP see it as me being abroad? Can they charge you extra for it if you don't have abroad connection included in your connection service?

A VPN is an encrypted connection between your computer and another computer. The other computer might be a proxy server that is providing a connection to other points on the Internet, or it might be a gateway into a company network. Many home workers will use VPN connections over the public Internet to their offices, where a gateway will decrypt the incoming data for use within the offices.
If you are using a VPN over the Internet to a proxy server, then the ISP will be able to see the IP address of the proxy server, and from that determine the country in which it is connected. Of course, this might be in the same country or a completely different country.
When you talk about "abroad connection", this normally refers to making phone calls and sending texts. It does not apply to the Internet. The Internet is global, and a cellular company should not be making any distinction between sites in the same country or other countries. They cannot expect you to check where every site is located when you are on the Internet. If you have cellular Internet service on your phone, then you should be able to go to any site and it should make no difference to your charge for the Internet connection.

no extra charge... use vpn is okay... it just encrypte your private data...but becareful while connect to unsecure vpn server... or u would be hack easily
