If you are a user and u want to limit traffic, you will need to get a bandwidth shaping program (Such as netlimiter) and install it on your computer (and probably every other computer u want to limit) and limit it that way.



If you run the place and want to limit the maximum bandwith that each computer on the network can access you will need a router or a firewall with the ability to limit the bandwith that is offered to each user.



If you do not want to purchase another device, I have heard of a firewall program (operating system) which you can install onto a computer to make it act as a router and this operating system can put some limitations on, i think bandwith limiting is also possible but you will have to double check that :P

Its called pfsense and its free, you just need a spare computer with 2 network cards that are supported by it.

You can also upgrade your ISP plan, so they will slow down the network speed at the end of the month... Instead of charging for excess downloads.
