Most home routers allow ALL ports outwards, so that is never an issue. You just need to do the port forwarding on the router for incoming ports.
Some high end firewalls (commercial) may block some outgoing ports, to block certain types of traffic. However, like I said, for home users, this is not an issue.

Your router port forwarding section allows you to open ports to specific IP devices. If you have a IP camera on local port 81 using TCP, then type that IP address and port in. Next, do the same for the public port associated with that IP, say port 7081. So now a person outside your local network can access the camera on the local network since the two ports and IPs are associated in the router. Be sure to set up security on your camera (password) and keep the camera firmware updated. Also you may need a DDNS service (sometimes provided as a free service by the router manufacturer or camera maker) so if your internet service provider changes your external IP address, the router will update the information, and the web request will find your new IP address. So from the outside you would type in http://mysitezzz.dlinkddns.com:7081/ . Be sure that DDNS service is entered in the appropriate router section so the router can send updates to that site.
