You will need a separate computer and a separate ISP for each different IP address you want to use to connect to a website.
If you simply want to open a separate session logged in to a different user at the same time, install a different browser. Suppose your normal browser is Internet Explorer, try installing Mozilla Firefox. This will allow you to have a second different login to most websites by using one browser for one login and the other browser for the second login.

Assuming you mean you'd like youtube to think you're coming from a different IP (and that you DON'T mean open youtube.com servers residing at different IP addresses):
Simply put: you'd need different IP addresses.
More complexly: you'll need either more than one WAN (internet) connection at your location, or you'll need to set up a VPN so you can tunnel some traffic from your location to another location and then to youtube. If you do the latter, you'd need complex routing rules so that when you type in youtube.com in your second tab your computer would know to use the VPN tunnel instead of your normal internet connection.
Unfortunately this is too complex to iterate here, so I would advise you to abandon your efforts in this unless you're going to take a crash course in VPN and network routing.

For that you can use proxy servers which are available as softwares as well as online sites.
Try the following:
vtunnel.com
anonymizer.ru
hidemyass.com
hotspotshield.com
The above are online proxy servers. Once u enter the website address in those websites they contact that address without ur ip. They act as a mask to ur ip address.

On one tab open youtube directly and on the other tab go to one of the websites(proxies) given below and type youtube.com(or website url) in the address field of that website.

You can unblock most if not all websites if you have a good reliable VPN installed on your computer or smart device. Once you have this you can also watch all TV networks from abroad (BBC, ITV, Hulu, NBC etc) that are otherwise blocked. If you purchase a few months or a year upfront most of them give you pretty good discount.

There are a number of sources to hide your IP. One of them is using Hotspot shield. The issue with the software is, it may show ads with it. One can use Ad-Skipper widget or you can download a cracked version of Hotspot shield Elite for fee. I have cracked version of Hotspot shield Elite for free.
