That's not a packet trace problem, it's a boot problem.

The link is for a router IOS but the 2960s use the Cisco IOS and the command structure is similar.



If you want to bug your instructor with some thinking outside of the box, rename the fist image and change the 'FX' to 'TFX' and it will boot from the second image automatically as that will now be the first image. The switch will boot to the first image that the bootloader finds so renaming the image is a dirty little trick to changing boot images. You could also back up the fist image to a TFTP server and then just delete it.
