An internet server is a computer with the proper software installed to serve internet functions! Most software is for Web pages, email, databases, etc that are needed for clients (you for instance).
They are owned by people who need to supply internet content. Yahoo is an example but anyone can own or rent one. If you want people to see a Web page you need someplace they can find it that will be on a server somewhere / anywhere there is a constant internet connection.
You can even install server software on the computer you used to ask this question. Not the ideal setup but one that will work.
There are thousands of places to rent Web space. There are thousands of places to buy servers. There are hundreds of server packages (software) that can be used. In fact if you download and install most Linux distributions Web server software is included!
That is the basic information. A server is a computer setup with "server software".

An internet server is a computer or virtual machine that is set up to "serve" web pages when a device (like your computer) requests a web page. So for example, when you go to answers.yahoo.com, yahoo has a webserver set up to respond to the URL answers.yahoo.com and give your computer a web page to display. They are used by anyone who wants to establish a presence on the internet with HTTP services. HTTP just means hypertext transfer protocol and it is the language that websites are written in. Just about any computer with an internet connection can run a webserver, if you get the needed programs installed on it. Most people that choose to have a website will avoid the hassle of setting this up and maintaining it and just hire a service bureau to keep their website running. These are called web hosting companies or data centers.
Larger companies will have their IT staff handle this job. So the machines that act as internet servers are located in large companies, internet service providers and data centers that host web sites for a fee.

An internet server is a computer that serves up files. They are located everywhere. Facebook and Google have huge buildings in Oregon that hold thousands of them. Any web page that you are viewing was sent to your computer as a file. It came from a file server. File servers that hold web pages are also known as web servers. and servers that process e-mail are called mail servers.
Who owns them? Whoever paid for them. Google owns its servers, Facebook owns it's servers, And Yahoo owns... Well, you get the picture. A file server is just a computer that has a file server OS installed on it. You can buy them from any computer manufacturer; Dell, HP, IBM, etc. Microsoft Windows Server and Linux are two popular server OSs. To learn how to use one, read a book.
