Dynamic IP is better choice for personal computer because we don't need to pay extra charges for it and the dynamic IP is automatically obtained from the ISP you need not to worry about that.

For static IP you have to pay extra amount per month or per year to your ISP. Static IP is not required for general use they required only for web servers or other servers that are required to always stay connected to internet.

Usually by default routers and computers have Dynamic IP addresses, this means the ip address will often change.

However, if you have a Static IP address then the address will never change but can also cause conflicts on networks with computers with the same IP address. Static IPs can be useful for running servers, as the IP will never change for others attempting to connect to that server.

At the back of your own router that you can "make it static" but this won't make it static to the internet (which is what I consider you wish to have). Very few ISPs will give out a static IP for no further cost (except you might be trade client or have a fancy category of provider). Which you can simulate many function of a static IP using dynamic DNS services like dyndns. So, the quick answer is "it can not be accomplished free of charge" and the long reply is "it depends upon what you wish to have to do, you perhaps equipped to get round it".

If its for personal computer, then I prefer dynamic IP.

There are many advantages to it.

The best that I enjoy is from file hosting sites that track your IP and put a limit on how many downloads you are allowed per day. Thankfully, due to dynamic IP, such a limitation is never a concern for my.

It depends on your need. With dynamic IP addresses, an IP address gets randomly assigned to a device when it comes on the network. With a static IP address, the device will keep the same IP address forever until it's changed or switched to dynamic. Neither one is "better" per se.
