you need to send a signal from floor 1 to floor 9? You need to run a network cable first, If you are going wireless, I doubt the signal it will make it that far. You may try a network extender antenna, but that is a long way.
The router will allow the 9th floor user to connect to the main internet feed of the building, but you still need a physical cable, or strong wireless signal to do that.
The router also has to be configured, and they usually have a wizard that helps you set it up when you buy it.

A router just connects your computer to a network or a connection to a server/isp. It can be wired or wireless. Most wireless routers do not have enough signal strength to go a hundred feet or more, especially if the building is a metal-frame one, although you could buy a repeater or amplifier. You run the risk that someone will piggyback on your signal to access your server/isp, especially if the building has a lot of people with wireless routers. The signal, like any radio signal, radiates out in all directions, so people outside the building can use it, too, (You become a wireless cafe or "hotspot".) Make sure the wireless router you buy has reliable and effective means to keep others off, i. e., good security systems.
Running a wire through the building poses its own problems.

Don't buy one just sniff another router in your building find out if there is signal in the area. Then split cost with other person.

if its your connection just have it installed in the 9th floor.
is the whole building yours?
if so id just drop a wire from the 1st to the 9th.
routers would be to sensitive to that long of a span thru walls.
are you wanting it on both floors?
does it need to be wireless on the 9th floor?

Yeah I agree that is a very far distance and many walls to go through.
You may be able to make it work with a pre-N router something like this--- >WRT300N
