Your ISP (Orange) purchased a number of IP addresses. Since you are dynamic your IP may alter from time to time. It should not change everytime you log on/off. Thats a myth. There is no benefit to having static vs dynamic. All ISP providers cancel static IP's after 30days if they're not set up for commercial use. Thats a disadvantage to home users.
There are no advantages for home users when it comes to dhcp (ip addressing)

You are having a dynamic IP connection, which means every time you disconnect and reconnect you will get a new IP address randomly.
Now if you are getting a new IP address without disconnecting, then you have an intermittent connection issue where your internet is getting disconnected and reconnected automatically within few seconds and you are not aware that your internet connection is getting disconnected. Then you have to call your ISP technical support and they will be able to fix it.
If you do not want to have your IP address changing whenever you disconnect and reconnect, then upgrade your package to get a static IP address. Call your ISP and ask for a static IP. IT should be few dollars more that what you pay. I was a tech support for Bell Canada ISP and in Bell, it is $5 (canadian Dollars) a month to have a static IP.
But unless you are going to host a webserver or something like that don't go for a static IP.
But it is NOT at all possible for the IP address to get changed when you are connected.

IP Address may change each time your DSL modem is reset/turned on. = Your IP address probably changed when you moved into the new house.

You probably have a dynamic IP that gets reassigned every time you connect to the internet.
