Um, I think what your are looking for is a free proxy service, not a vpn and I'm not certain you will find one. Here is what I would suggest if that is what you are looking for: 1. Purchase a webhosting service that provides ssh access and preferably unlimited bandwidth (or just try to find a free service that will give you an ssh login. 2. Ssh in using the -D flag to set up a SOCKS proxy. 3. Configure your computer or browser to utilize the SOCKS proxy (the host will be "127.0.0.1" and the port will be whatever you passed the the -D flag.) 4. Enjoy unfettered access. If you really need free VPN client/server software then OpenVPN is a very good choice. If you think you want a free VPN host, you probably don't. The point of a VPN is to make a set of machines all appear to be on the same network segment without firewalls getting in your way. You really don't want your machine to be on the same network segment as a bunch of other people you don't know. You will get hacked. Especially if you are using windows.

I highly recommend applying http://www.vpnpower.net to unblock internet sites. I am using their services for more than 4 years without any troubles.
