Do you want the computer to be exempt from the GPO? Or do you want users to be exempt?
1. If you want the computer to be exempt - make a seperate OU of the computers within Active Directory users and computers and then re-apply the GPO to all the groups except for that one OU with the member servers, computers and what not
2. to exempt users - make a new OU in AD-U&C and then make those users members of a different group and run the GPO policy and apply it to other groups except for the one it created. - this membership will exempt them from the GPO
I.e. I am a Sysadmin - so I am excempt from the GPO that our receptionist uses because I am in a different group, with no GPO applied, and my logon scripts are different

Basically, no. There is a setting you can click on (trying to find it) but on the server level they can click a "no override" policy which will still allow policies to apply to clients. That's the point of GPO in a client server environment: to apply policies to client computers.

not that i am aware of , aslong as the Client is in the domain the group Policy will determine the users rights
