Computer Browser and Workstation services doesn't start up at windows2003 os start every time,why it is?

I take it by saying "every time" that it is starting up some of the time. That makes it really hard to troubleshoot because it's intermittent. Check through your "Event Logs" whenever you get the problem and see if it gives you a clue of why it's failing. The computer browser service relies on Workstation being started, so it's going to fail every time the Workstation service fails. You could try changing the order your services start to see if you can start it later in the boot process. See link below.
