I have a tower I'd like to convert into a server to build a website on, but I have no experience working on servers or building websites, how can I go about learning?

A PC is really not that different than a typical server you see serving pages today. When it comes to professional services, the hardware is cranked up with a huge amount of memory, CPU power, and capacity to help with throttling internet traffic.
With the above said, you can turn ANY PC into a server. The big thing to understand is understanding client/server relationship (see link below for explanation). All web type services are setup according to specific ports that are setup to listen to web traffic. You can do this on any OS as long as a server type of software is running a service for listening to internet traffic on selected ports. Typical server setup uses instances like IIS, Apacher, or Tomcat. These are popular software suites in use today (See below links).
I run three servers out of my house that are built from old PCs. I utilize one PC as a web server, another as a database server, and another as an application server. This combination of servers helps me perform my daily duties and gives me direct control of my web sites and services directly from the internet. I have complete control of everything.

I would advise installing a good Linux distribution as that is the way most of the Internet runs. I always use Open Suse, it has very good admin tools but is still easily configurable for fine tuning. And it allows you to include the Apache server which includes the php scripting language, and mysql database. Then you can use it dfor building and testing sites as they would be used live.

Flash runs on the client computers that view the website, you don't need it on the server itself.
If you have a normal Windows PC, you can use WAMP or XAMP to run Apache, Mysql and PHP on Windows.

There is actually no hardware that you need to change, unless you want to upgrade the ram and hard drive.
All you have to do is install an OS that is server friendly, like Apache, and other Linux distros.
