Check your Anti-Virus/Firewall to make sure that ICMP is allowed.

Probably not. Some routers and switches have a feature that automatically senses the type of port it's connected to, but most likely you will have to use a straight through Ethernet cable.

Just using IP, forget MS networking for a minute.
Do all your PCs have a unique IP address, that is being provided by the DHCP server on the router? Should be 192.168.z.y. Depending on your router the z will be 0 or 1 or 2 depending on the vendor default. The y will be different for each PC.
If your not running NAT and DHCP on the router your PCs could be picking up an address from your service provider.
I would start by turning everything off. Set the router back to factory defaults. RTFM and start over.

Is the ip address shown in the same subnet as the other machines?
The subnet mask is not so important, the first three octets of the IP address must be identical. If not you are NOT getting a valid IP.

Make sure that your PC's all have the same subnet mask, and default gateway. If that doesn't help, make sure that they are all in the same workgroup (like MSHOME). Now if that doesn't help, then make sure that File and Printer Sharing is checked in your Local Area Connection Properties.
