I'm trying to download some videos on the TOR browser. I get the message that says downloads require external applications which would make it non-anonymous. So, the question is how exactly CAN I download these files and still be anonymous?

Download the raw files through TOR then download the applications and software and run the files offline.

Yeah, it's legal. In fact, there is federal funding for the TOR network . The reason you appeared to be in Germany is because a volunteer over there let you use his computer as an exit node, meaning that web traffic may leave TOR there. The way it works is by routing your web traffic anonymously through multiple computers, often in different countries. No website you connect to knows who you are, and neither do the computers routed through in the "chain" it makes. Do be careful with any documents you download while using it, because macros can be built into many to figure out who you actually are/ your IP.

on some websites Tor will not let download video because the video is embedded using their player. is there a Realplayer alternative that can bypass blocked sites ? and if so what are they called

Sorry, what country are you in? It matters, some countries kill people for speaking their mind. It's covered by freedom of speech. The line in germany that you were using was being run by someone who believes in the cause, or is trying to phish people's information, maybe both. The ISP has little say in this, although they could send a complaint to him, but then he would probably pick an ISP that cries less.

It depends on the download. I use for sometimes as well. The diologue box states that it might unmask your identity, but then again it might not. So, it all depends on the download.
