Does this change my internet ip address or does it just renew the release time.

A DHCP release requests a new IP address from your DHCP server, but you are likely to keep the same one. If you want a new internet IP, unplug your modem's power cable, wait 20 seconds, and then plug it back in.

DHCP release just drops your IP address entirely. If you run IPCONFIG /release from the command line (Windows box) you'll lose all network connectivity. DHCP renew will renew the lease time if you already have an IP address or get a new one of you don't have one.

Why don't you try it on your computer and see what happens?

ipconfig /release

It depends on your ISP's configuration.
