There is no reason why anything capable of connecting to a WiFi network could not connect unless the administrators are blocking Android devices because of their inherent security vulnerabilities. Ask someone from the college's IT department if this is the case.

It is possible is using a protocol that isn't easily setup for an Android without a separate supplicant.
For instance, we used to run EAP TLS which requires a server cert installed on the client. For most thin clients it requires some setup app to configure the connection.
There are some authentication that isn't even supported on some clients.
The other reason is that they are running some NAC, which is network security. It can detect even different patch levels let alone devices and restrict or deny access.
