i created it to connect to the iternet and all like the video said but why isnt it sending out a signal (on library computer to write this)?

An ad-hoc wireless device is NOT an access point. In order for anything to connect to it, the other wireless device also needs to be configured in ad-hoc mode, not infrastructure mode. In other words it needs to be configured as ad-hoc instead of as a simple wireless client.
But for the other wireless device to get through the first one to the internet, the first one needs to masquerade the other wireless device as its connection to the internet. So you would need something like Windows ICS enabled for the interface to the internet and have the IP for that computer's wireless either automatically assigned, or 192.168.0.1.
