something in my computer makes me REALLY laggy when I use up more than a little bit of bandwidth?

It's a really odd problem for me, and I don't know what's wrong. Basically, right now, I can ping google.com (on a skype call) and get an average of 68ms. If I start anything like a youtube clip, or any download, the ping starts spiking up to well over 1000ms, or they just time out. The same goes for if I try playing any online game like League of Legends. I have NO idea what the problem is (I just know my roomates don't have any problems with their internet).

I can give more detail wherever anyone needs it, I just don't know where to start.. I'll just say for now:
Using Windows 7 Home Premium (service pack 1)
Network adapter is: Marvell Yukon 88E8057 PCI-E Gigabit Ethernet Controller

Turn your modem off for like 1 minute, turn it back on and get hold its reset button down for 10 seconds(if you have one) then yeah. if that doesn't work call your internet service provider.
