Question:
What can I do about my internet download speed?

My speed varies a lot between 2.7 and 0.6 Mbits /sec. I have spoken to my ISP and the speed improved for a few days but then dropped again. I have heard of profiling to improve speeds but am not sure exactly what this does. Any network engineers out there with helpful suggestions?

These days it largely depends on how many viruses your security program is fighting off, or killing./

the more of them there are, the slower your apparent download speed will be.

There are now so many viruses on the World Wide Web and Internet, that there will soon be a permanent block.

Well, you're also looking at a range that is typical of what websites are either willing or able to offer a single user. For example, I have a 100mbit connection at work that is able to reach LAN speed(100Mbit) to internal sites pretty regularly, but only once has gotten more than about 4Mbit on an external server (and that was still only ~8Mbit) while most sites are in the same 100kbit-2Mbit ranger that I see at home.

You spoke to your ISP, but did they do anything specific to improve your case, or just wager on the variability of the network making you feel like they did?

Actually speed depends on some web page also if administrator has limited the speed of ftp then ur speed will less or during low server web page it will less speed.

Over connection with same web page causes less speed. Try to use internet booster utility.
