I want to change it's ip from the perspective of things outside the home network thingy. Is this possible?

You'll have to have a router that allows you to change its MAC address on the WAN adapter.
Change the MAC address to something else, and save the change.
Next unplug the power cord from your router and your modem for about 15 minutes.
After the 15 minutes are up, plug the power cord to the modem back in and let it sync to the network. After the modem is ready, then plug-in the power cord of the router and let it start-up.
After this, you should now have a new IP address.

I assume you mean your router to your ISP.
Your router has two addresses, the public side and the private side.
The public side address is assigned at connection by your ISP. I've never seen an ISP that will allow you to assert an address. You can force it to change by breaking and remaking the connection. How long you have to leave the connection off in order to force the change is a parameter (called a "lease") that has been set by your ISP... anywhere from 1 second to never. If it's never, you have a "static" assignment from your ISP, and only changing your MAC as described by an earlier poster will change the address. Note that all of these procedures will force a change, but not permit you to specify the new address.
On the private side, the same rules apply, only you can control the lease and specify the addresses, based on MAC number. Your router manual will tell you how to log into the control program web page from your browser. Follow the instructions for MAC filtering. If you don't know your MAC, go to a DOS prompt and type IPCONFIG /all. A list of adapters and setting will reply. Find the listing for your wireless device. The parameter called physical address is your MAC. It's a series of hex numbers.

If you ask this question then probably you wont be able to do it, but here goes.
First off the question is do you know your router's IP.
If you don't go look in the box it came with the default IP will be inthere
If that fails
Press windows key + R
type cmd and press enter
type ipconfig /all and press enter
You will see a bunch of data your just looking for dhcp server ip address or default gateway.
That will be your routers ip address.
Go to your internet browser and just type the ip address in.
Now if you set up an new password then type that in if not look in the booklet that came with your router.
All routers software are different but it will be under network settings or admin settings

There are some step that you can carryout to change ip address
Click on Start and go to your Control Panel.Double click on your Network Connections.
Find your Network Connection, click once on it and in the left side-bar click "Change settings of this connection".
On the General Tab click once on "Internet Protocol (TCP/IP)", then click on Properties. Click the radio button to manually enter in your IP Address; this can be either your Router's (if a router is hooked up) or your ISP's IP Address. Once you have entered in the corrected IP Address you will be able to access the internet.
Close out of all open windows and connect to your Internet. Sometimes you will need to restart your modem, router, and system. To do this shut down your computer, then shut off the power supply to your modem, then the power supply to your router. Wait 30 seconds and power-up your modem (wait for lights to turn back on (usually 45 seconds or so) then your router (30 seconds) then restart your computer. Then connect to your Internet Connection.

The router has at least 2 IP address:
One is for external and the other one is for internal.
The external is connected to your ISP and the internal in connected to your home network.
To change the external, if can simply turn the router off and turn it back on, It will get the new IP address from your ISP, if you bought the residential services. If you bought the business services, you need to talk to your ISP people to change your IP address first and then turn your system off and then on.
To change the internal, simply login to your router and change its internal IP address.
